Chief Hardiman,
Mayor Neville requests an undercover security detail for when he attends the annual Pallad City Halloween Parade on October 31st. Two officers should prove adequate and will be required between the hours of 7pm and 9pm. Please note that, due to the nature of the event, costumes would be the preferred attire for the undercover officers.
Also, we’d like to minimize police presence at the parade. Aside from crowd control and making assurances that the event goes accordingly, the Mayor would like your officers to carry out their duties in a subtle, less invasive capacity. As you are aware, the Mayor is trying to foster a new, safer image for Pallad City, as part of his popular “Renew” initiative. Recent opinion polls suggest that heavy police attendance makes the public uneasy and, as such, runs counter to the safe, family-friendly atmosphere the Mayor is trying to establish.

Considering their assignment, I sort of wonder something. They’re going to have to be armed, but holsters would be too obvious & I can’t see any holsters on this page. So would it be more appropriate to refer to their guns as “inside arms” at this point?
