Within the TOTO’s mechanical body is a veritable arsenal of offensive and defensive tools. Its primary weapon is the annex cannon, a back-mounted laser capable of collecting phased energy from the air. Once the protons are fully charged within the cannon, a process that takes only seconds, the TOTO can fire a powerful particle beam (output 127.000 – 430.000 EO). A cool down period of five minutes is required before the annex cannon can be fired again.

I realize this is an early story, but why would anyone put a particle beam capable of destroying a full-size tree on a civilian police-assist robot. I’d expect such weapons to be legally restricted to battlefield-only, and even then to be command-locked to require a high-ranking officer to release it use to avoid civilian casualties.
Overly powerful equipment originally designed for unscrupulous private military finding its way to places where it shouldn’t be and generally causing trouble seems to me to be a consistent theme of this comic. Maybe not theme, but perhaps a main ingredient?
